What causes WCSCVxDInitializePort(), WCSCVxDOpenPort(), or WCSCVxDSetup() to return an error (usually RS232ERR_NOOTHERES/45) even though the IRQ, address, and all other parameters appear to be correct for COM1 or COM2?

Using COMM-DRV/NT with WCSC’s PCI Multiport Cards Under Windows 2000 & Windows XP

[0005] I have an ISA multiport card installed. I have selected an available IRQ and address range. I can open the port, however data will not be transmitted or received. What is the problem?
