Do I need to rebuild any of the libraries with the sources provided?

Absolutely not. The DLLs provided for Windows 3.x, Windows NT, Windows 95, Windows 98, Windows 2000 are ready to use as is. Static libraries are provided prebuilt for MS-DOS and Windows 3.x.
